Gregory Construction is seeking an experienced and strategic Quality Assurance / Quality Control (QA/QC) Leader to develop, implement, and lead our company-wide Quality Management System (QMS) across all heavy civil construction operations.
This is a high-impact leadership role responsible for ensuring that every project meets or exceeds contract specifications, DOT standards, and Gregory Construction’s commitment to excellence. The QA/QC Leader partners closely with Operations, Safety, Survey, Equipment, and People teams to embed quality into every phase of the construction process—from preconstruction planning through project closeout.

Key Responsibilities
Quality Management System Leadership
Develop, implement, and continuously improve the company-wide Quality Management System (QMS)
Establish inspection protocols, documentation controls, and quality standards
Standardize Inspection & Test Plans (ITPs), checklists, and hold points
Implement document control processes for submittals, RFIs, material certifications, and test results
Project-Level Quality Planning
Participate in preconstruction meetings and project startup planning
Review specifications and identify high-risk scopes
Ensure teams understand contract quality requirements before work begins
Assist in developing quality plans for grading, utilities, structures, concrete, asphalt, and specialty scopes
Field Quality Oversight
Conduct routine and unannounced jobsite visits
Evaluate compliance with plans, specifications, and DOT requirements
Review testing procedures, workmanship, survey accuracy, and material installation
Support resolution of nonconforming work
Testing & Materials Compliance
Oversee third-party testing agencies and internal technicians
Ensure proper sampling, testing frequency, and documentation
Monitor compaction reports, concrete breaks, density tests, asphalt testing, and material certifications
Identify trends in test failures and implement corrective action plans
Audits & Continuous Improvement
Conduct internal quality audits
Lead root cause analysis for recurring issues
Track KPIs such as rework cost, punch lists, inspection failures, and warranty claims
Present quality performance updates to executive leadership
Training & Cultural Integration
Train Superintendents, Foremen, Surveyors, and Project Managers on quality processes
Integrate quality into onboarding and field development programs
Promote a proactive “build it right the first time” culture
Qualifications
Required
7–10+ years of experience in heavy civil construction
Strong knowledge of DOT specifications and contract documents
Experience managing quality control processes on civil infrastructure projects (earthwork, utilities, paving, structures)
Ability to read and interpret construction drawings and technical submittals
Strong organizational, analytical, and documentation skills
Excellent communication and leadership ability
Willingness to travel regularly to project sites
Preferred
Bachelor’s degree in Construction Management, Civil Engineering, or related field
Prior experience as a Project Manager, Superintendent, or QC Manager
Experience building or leading a formal Quality Management System
Certifications such as CQM, ACI, NICET, or DOT-specific credentials
Experience with digital quality tracking or document control systems

Work Environment
This role requires frequent travel to active construction sites and includes exposure to outdoor environments, heavy equipment, uneven terrain, and varying weather conditions. Proper PPE is required on all job sites.
